تسهيل إجراءات إنشاء المؤسسات المصغرة بأرض الوطن  لأفراد الجالية الوطنية بالخارج

في إطار السياسة الجديدة المعتمدة من طرف الحكومة الجزائرية بما في ذلك إتاحة الفرصة لأفراد الجالية الوطنية بالخارج للمساهمة في جهود تنمية قطاع المؤسسات المصغرة والمقاولاتية في الجزائر، ومن أجل تشجيعهم على تحقيق مشاريعهم وإنشاء مؤسساتهم المصغرة بأرض الوطن، تُنهي القنصلية العامة للجزائر بلندن إلى علم أفراد الجالية الجزائرية المقيمين بالمملكة المتحدة أنّ مصالح الوزير المنتدب لدى الوزير الأول المكلف بالمؤسسات المصغرة قد قررّت وضع جُملة من التدابير التي تسمحُ بتسهيل الإجراءات الإدارية المتعلقة بإنشاء المؤسسات المصغرة لأفراد الجالية الوطنية بالخارج في إطار "الوكالة الوطنية لدعم وتنمية المقاولاتية"، خاصة في ظل الظروف الصحية العالمية  الراهنة الخاصة بكوفيد 19. وتتمثلُ هذه التدابير فيما يلي

إعفاء شباب الجالية الوطنية الراغب في إنشاء مُؤسسات مصغرة في إطار الوكالة الوطنية لدعم وتنمية المقاولاتية من شرط التنقل لأرض الوطن للقيام بالإجراءات الإدارية الأولية الخاصة بإنشاء المؤسسة المصغرة  *  

على مستوى الوكالات الولائية حيث يمكن توكيل طـــرف ثاني عن طريق "وكالة" صادرة عن المراكز الدبلوماسية والقنصلية الجزائرية بالخارج مصحوبة بنسخة من البطاقة القنصلية سارية الصلاحية ونسخة من جواز السفر      

الجزائري   ساري الصلاحية للمعني (الموكل)؛      

ويبقى هذا الإجراء صالحًا طيلة عملية تكوين الملف واستيفاء الشـروط المنصوص عليها من طرف الوكالة      

عند استيفاء جميع الشروط واستكمال الملف المتعلق بإنشاء المؤسسة المصغرة، يتم برمجة المعني بالأمر لحضور جلسة أمام لجنة انتقاء واعتماد وتمويل مشاريع الاستثمار الخاصة بالوكالة، لدراسة مشروعه واعتماده  *  

 في حالة عدم مقدرة المعني بالأمر الحضور أمام اللجنة وتقديمه تبريرًا يؤكد ذلك، يتم عقد الجلسة عبر تقنية التحاضر المرئي بين أعضاء اللجنة والمعني بالأمر    *  

في حالة اعتماد المشروع من طرف اللجنة، يلتحق المستفيد (المعني بالأمر) بأرض الوطن في الآجال التي تحددها له اللجنة من أجل مباشرة الإجراءات العملية لتنفيذ المشروع   *  

بخصوص الدورة التكوينية المتعلقة بآليات خلق المؤسسة المصغرة، والتي يعد القيام بها أحد الخطوات المطلوبة، يتم تعويضها بدورة تتعلق بآليات تسيير المؤسسة المصغرة بعد المصادقة على المشروع   *  

وفي الأخير وللاستفسار، تُذكر القنصلية العامة للجزائر بلندن بأنّه بإمكان كل المواطنين الجزائريين الراغبين بإنشاء مشاريعهم بالجزائر التواصل معها عن طريق البريد الإلكتروني التالي

New easing procedures for establishing micro-enterprises

in Algeria for the members of the national community abroad

Within the framework of the new policy adopted by the Algerian Government and in order to encourage the members of the national community abroad to realize their projects and establish their micro-enterprises in Algeria, the Consulate General in London would like to inform the members of the Algerian community residing in the United Kingdom that the Minister Delegate to the Prime Minister in Charge of Micro-enterprises has introduced a set of measures that allow facilitating administrative procedures related to the establishment of micro-enterprises for members of the national community abroad within the framework of the National Agency for Supporting and Developing of Entrepreneurship (ANADE), especially in light of the current global pandemic of COVID-19. These measures are as follows:

• It is no longer required for the members of the Algerian community in the UK to travel to Algeria to carry out the initial paperwork and administrative procedures in order to set up a micro-enterprise in Algeria within the framework of the provincial agencies of the ANADE. Thus, they can, from now onwards, give a power of attorney to someone else to act in their name in Algeria via a "proxy document" (procuration) to be issued at the Consulate General of Algeria in London, accompanied by a copy of the valid consular card and a copy of the valid Algerian passport.

This procedure remains valid throughout the whole process of creating the micro-enterprise and fulfilling the conditions stipulated by the law.

• Upon fulfilling all the conditions and completing the file related to the creation of the micro-enterprise, the interested promoter is called to attend a presentation session for its project before the Committee for Selection, Validation, and Projects Financing (CSVPF), to study and approve his project.

• If the project owner is not able to attend for a valid reason, a virtual session (video call) may be held eventually between him and the members of the CSVPF.

• Once the project is approved by the CSVPF, the project owner should travel to Algeria, within the deadlines set by the provincial Agency, in order to kick start the practical procedures for the implementation of the project.

• After validation of the project, the training course on the mechanisms of the creation of a micro-enterprise, which was among the required steps, is now replaced by another training course on "the mechanisms of micro-enterprise management".
